I don’t have an Europe edition of Windows 7 to test it out but according to Download Squad, the much talked-about browser ballot which is required in a version of Windows 7 for Europe is a website, BrowserChoice.eu.

There are total 12 browsers listed on the website horizontally for you to select but only the main 5 browsers listed without you scrolling the bar.
These 5 main browsers actually are laid out randomly every time when the page gets loaded or refreshed, so each one gets the equal chance to be picked up.
