The Personalization setup for Desktop and Color is now part of Settings app in Windows 10. Therefore, changing taskbar color that matches the color on Desktop background is quite different from Windows 7 and 8.1.
By default, the color for Start Menu, Taskbar, and Action Center is set in black with transparent on. And here is how you can change it.
Right-click Desktop, and choose Personalize.
Go to Colors, and turn on option “Automatically pick an accent color from my background“, and “Show color on Start, taskbar, and action center“.
The Preview window right above will change accordingly to show you what the Start Menu will look like based on the setting you change.
It’s worth noting that these 3 settings in Color can be vary depending on the Theme you have set on your Desktop.
