Windows Help (WinHlp32.exe) is a Help program that is used to view 32-bit Help files that have the .hlp file name extension. It has been around since Windows 3.1. However, starting with the release of Vista, Microsoft has decided to no longer include this program as a feature of Windows. The reason behind the decision is that WinHlp32.exe has not had a major updates for many years, and it no longer meets its standards.
Microsoft realizes that this may cause some programs for customers who still rely on 32-bit .hlp files. Therefore, they have made the program (winhlp32.exe) available as a valid download from the Microsoft Download Center.
You will have to have the genuine Windows running in order to download the file. And because the file is made as .msu file, it will be installed as a standard Windows update, which can be removed through Uninstall an update in Control Panel.
